Aims & object of the society shall be: -

1. To create a sense of brother hood, co-operation, mutual harmony, love and affection amongst the members of the society and also amongst the general public.

2. To make people aware of RTI and other rights.

3. To hold seminars and other programs for the benefits of RTI and other rights.

4. To keep the members of the society and people updated regarding the rules and amendments of the RTI Act from time to time.

5. To help the people in Drafting RTI Application and guide them about RTI and also personally.

6. To form entertainment club.

7. To educate the people for better environment and to plant trees.

8. To do all the efforts for the better management of the society and locality.

9. To maintain parks and greenery in the locality

10. To provide financial help to needy widows and poor and orphan houses.

11. To provide food to any needy person or persons

12. To arrange and provide such medical aid and such other assistance necessary for living to the needy persons who are otherwise incapable or handicapped or mentally or physically retarded and financially uplift any person of poor class.

13. To erect, construct, alter, maintain, sell, lease, mortgage, transfer, improve, develop, manage and control all or any part of the property or the building of the society, necessary or convenient for the purpose of attainment of the Aims & Object of the society.

14. To purchase/acquire the land and/or the building in the name of the society for the upliftment and fulfillment of the Aims & Object of the society.

Condition

(1) The income and property of the society shall be applied solely towards the promotion of the society as set forth in the memorandum of association and no portion thereof shall be paid or transferred directly or indirectly, to the members of the society.

(2) No member of the governing body of the society, shall be appointed to any salaried office of the society, or any office of the society paid by fees, that no remuneration shall be given by the society to any member of such governing body except repayment of out of pocket expenses and interest on money lent or rent for premises/demises to the society.

(3) The society by its constitution is required to apply its profits, if any, or other income in promoting its objects.

(4) If upon the winding up or dissolution of the society there remains after satisfaction of all its debts and liabilities any property what so ever, the same shall not be paid to or distributed among the members of the society, but shall be given or transferred to some other institution having object similar to the object of the society to be determined by the members of the members of the society at or before the time of dissolution.

1. Name of the Society :- Name of the society shall Karnal “Adhikar” A RTI Society

2. Membership: The Membership of the society is open to any person who has attained the age of maturity and fulfils the terms and conditions of the society but the subject to the approval of the governing body of society

NOTE:- if the membership is not approved by the governing body of the society, the reason of refusal shall be communicated of the person/applicant concerned .

Founder Members: - The entire members/person in this opening document will be the founder members of the society .

3. Admission fee & subscription: - The Admission fee and the subscription shall be as under unless otherwise revised by the governing body of the society:
(a) Admission fee RS.500…/- at the time of admission,
(b) Subscription Rs. 50./- Per A

4. Termination or cessation of Membership: - The Governing Body of the society shall have the powers to expel / terminate a number or and members, from the Membership of the above society, on the following grounds:
(a) On death,
(b) On written resignation,
(c) If found to be involved in any anti - social activities.
(d) If adjudged by any court of law to be a criminal offender
(e) If found guilty by means of anti propaganda the Aims and objects of the society,
(f) If fail to pay the subscription of contribution for three month,
(g) If has not attended three consecutive meeting,
(h) If disregards Rules & Regulation or disobey the Governing Body

NOTE: - The decision of the Governing Body regarding the termination from the membership of the Society shall be communicated to the member concerned.

5.General Body Defined: - All the members of the society will constitute the General Body of the society.

6. General Body: -
(a) Notice: - Minimum 15days notice shall be given to the member, before the date of general of Body Meeting, enclosing agenda specifying Date, Time, Place and issue to be discussed.
(b) Meeting: - General Body Meeting shall be held once in ever year regularly.
(c) Quorum: - The quorum of General Body Meeting shall be 2/3 rd of the total strength of the General Body Members of the society.

7. Right & Privileges of Member: -
All and every of the society: -
(a) Shall be entitled to participate in meetings, cultural /educational functions and other lawful gatherings, called /arranged by the society,

8. Duties of the members: -
All and every of the society: -
(a) Elect the Governing Body of the society,
(b) Attend the General Body meeting regularly,
(c) Give the necessary information to the society, pertaining to any mater, which is necessary to be known, by the society,
(d) Not indulge in activities which are prejudicial to the Aims and object and /or the rule & regulations of the society.

9. Governing Body: -
(a) Strength: - The Strength of the Governing Body (including office bearers and executive member) shall not be less than 7 and more than 21.
(b) Term: - Term of every Governing Body will be five years.
(c) Notice: - Minimum 7 days notice shall be required for every Governing Body Meeting of the society but urgent Governing Body Meeting can be called by 24 hours notice.
(d) Quorum: - Quorum of every Governing Body Meeting shall be 2/3 rd of the total strength of the Governing Body (including office bearers and executive member)
(e) Meeting: - Governing Body/executive member Meeting shall be held once in every months regularly (or as and when the Governing Body of the society may decide from time to time)
(f) Urgent Meeting: - The Urgent Governing Body Meeting may be called by the 24 hours notice but quorum for the same Urgent Governing Body Meeting shall be 2/3 rd of total strength of the Governing Body of the society.
Governing body will be entitled to from any subsidiary body such as disciplinary committee, building committee , anti encroachment committee, ect.

10. Functions & Power of Governing Body: -
(a) Governing Body shall be responsible for the management and administration of all affairs of the society, and is also authorized to appoint any office bearer /executive member to look after any particular activity.
(b) All the decisions will be taken by the majority vote. But the president decision will be
(c) The Governing Body shall have the powers as are the power of the society, mentioned in the Memorandum of the society and in these Rules and Regulations.
The Governing Body shall have also the following powers: -
(a) To prepare plans, project and programs with the consent of
president.
(b) To appoint Election Officer and his /her powers.

11. Composition of the Governing Body: - The composition of the Governing Body shall be as under:
(a) President One
(b)Vice Presidents Two
[c] Secretary One
(d) Joint Secretary One
(e) Treasurer One
(f) Auditor One
(g) Press Sec. One
(h) Legal advisor One

12. Powers and Duties of Office Bearers: -

A Founder member: - To look after all the activities of the society and to help as needed by the Governing Body of the society.
B. President
(a) President shall preside over all the meeting of the society.
(b) At the time of voting on any matter /subject (except Election), if the total votes of the groups of the members happen to be equal in the number, the
President has the power to cast an extra vote to decide the matter /subject.
(c) President shall have the power to allow inclusion of any subject /matter in agenda for the discussion in the course of proceeding /meeting.
(d) President will sign all the paper /letter, on behalf of the society, to conduct its correspondences.
(e) President can appoint any new member and can expel any member for his anti activities against the society.
Every out going President after completion of his term will become Founder Member
.
C. Vice - President
The Vice -President of the society shall enjoy all powers of the President in his/her absences of President and Sr. V-President.
D. Secretary
(a) Secretary will summon and attend the Meeting of the Governing Body and General Body.
(b) Secretary will prepare the Membership Register as well as the Proceeding Register to record the minutes of the Proceeding of the Governing Body Meeting and the General Body Meeting and have them duly signed by the members who attend the meetings.

E. Joint Secretary
The Joint Secretary shall enjoy all the powers of Secretary in his /her absence.

13. Re - Admission
In case, any member of the society is expelled by the Governing Body on the reason of Non - Payment of the subscription, he can be re-admitted, provided the member concerned pays all up to date dues with the permission of the Governing Body.

14. Appeals: -
All the appeals shall be preferred to the President/Sectary of the society and the decision of the President shall be final.

15. Filling up of casual Vacancies: -
Any casuals vacancy amongst the Governing Body shall filled by the resolution passed by the Governing Body. The General Body in its coming General Body Meeting shall confirm such appointment(s).

16. Election: -
The election will be held after every two Year by secret ballot papers or by show of hand as the Election officer may decide.

17. Sources of income: -
All the income of the society shall be utilized only for the promotion and upliftment of the Aims and objects of the society. Sources of income of the society are as under: -
(a) Admission Fee & Subscription from the member of the society,
(b) Donations and Special Contributions.

18. Financial Year: -
Financial year of the society shall start from 1st April to 31st March, every

The qualified auditor (Chartered Accountant) shall audit the accounts of society every year.

20. Management of Fund & Accounts Operation: -
Signature of any two i.e President ,Secretary and Treasurer shall operate Bank Accounts.

21. Annual list of Governing Body: -
Once in every year a list of the office-Bearers and the Executive Members (of the Governing Body) shall be filed in the office of the Registrar of Societies, Chandigarh as it is required under Section 4 of Societies Registration Act, 1860.

22. Dissolution:-
If upon the winding up or Dissolution of the society the remains after satisfaction of all its Debts and Liabilities any property what so ever, the same shall not be paid to or distributed among the members of the society, but shall be given or Transferred to some other institution having object similar to the object of the society to be determined by the members of the society at or before the time of Dissolution.

23. Legal Proceedings: -
Society may sue and/or be sued in the name of President as per provisions laid down under sec.6 of the societies of societies Registration Act.1860 as applicable to "Haryana".

24. Amendment: -
Any amendment in Memorandum, Rules and Regulations will be carried out in accordance with section 12&12-A of the societies Registration Act.1860, as applicable to "Haryana".

25. Application of the Act. : -
All the provisions under all the Sections of the Societies Registration Act, 1860 as applicable to "Haryana".
